Magnolia Community Initiative A Network Approach To Population Level Change Through Local, State, and Regional Governments By C. T. M. Wright The Human Potential of Environmental Change is a program of state and regional governments, that seeks to overcome the conceptual difficulties of adopting a human population level model. Environmental change is defined as a process from developing viable, rational models for the management and research of population level trends and demographic shifts in a range of real, under-researched population levels. Subsequently, it strives to extend and refine a long-run conception of environmental change—by providing a framework of sustainable management of populations based on population-level processes—of a variety of population level variables and forms of intervention and control following population level shifts and transition of multiple populations in a range of population levels, as the need is satisfied by building a sustainable approach to the design of the population-level environment of health and well-being through changes to the behavior, conditions, and outcomes of populations. In this program the three leading areas for the development of an environmental change program are U.S. Department of Agriculture, Environment, and Conservation, the National Institute of Standards and Technology, and the Population-Level Monitoring and Project Action Group. The programs are grounded in the principles of an ecological ecology concept and using the tools developed to design population-level initiatives for this purpose.

The goal of this program is to enable a broad and equitable public health outcome, to the adoption of a rational environment in which human and natural populations will meet and thrive, both physically and in socially, and a cost effective integrated approach to population-level health and health prevention.
